Professional Experience:

President, DGN, Incorporated (4/98 to Present)

Directs the operations of a consulting company focusing on providing marketing and proposal services for U.S. federal government contractors. Current contracts include providing proposal support for professional services and engineering firms; marketing support to prime vendors, and related services. Clients include Science Applications International Corporation, System Planning Corporation, ACS Government Services Group (formerly BETAC and ASEC), AGES Government Group, EG&G, and Fischer Scientific International.

Director of Business Development, System Planning Corporation (6/94 to 3/98)

Reporting directly to the CEO, managed a staff of 19 persons responsible for marketing, proposal development, and related services for a $50 million technology R&D company. Responsible for managing business development and bid and proposal budget of $3 million annually. Accomplishments since joining the company included implementing an automated marketing targets database system; spearheading marketing and proposal development activities that have produced more than $200 million in proposal backlog; and developing an on-line marketing intelligence system. Responsible for directing corporate World Wide Web services organization, publications group, and high-performance computing laboratory. Served as start-up program manager for a $30 million contract with the Office of the Director, Defense Research & Engineering. Successfully negotiated initial contract, won and staffed the first two delivery orders, and established framework for successful contractual effort. Provide management guidance and review for all company cost proposals. Responsible for all company litigation associated with protests or other procurement legal issues. Structured and implemented a marketing thrust program to expand company’s business with NASA and DoE.

Independent Business and Proposal Development Consultant (4/92-6/94)

As an independent consultant, provided proposal development and capture planning services to a variety of companies. Services ranged from target identification through proposal development and BAFO preparation. Successful proposal efforts during this period include the Idaho National Engineering Laboratory M&O contract (Lockheed); Strategic Petroleum Reserve M&O (DynCorp and McDermott Corporation); Department of Justice Litigation Support Services (Rust Federal); and Advanced Entry Control System (System Planning Corporation). Served as proposal manager or volume/section leader for all of these efforts. Developed concept and write-up for implementing an automated readiness statusing and reporting system for the Strategic Petroleum Reserves Management and Operations contract that was cited by DOE as the key to winning the procurement. Other clients during this period included Battelle Memorial Institute, the University of Oklahoma, Ogden Services Corporation, and Johnson Controls.

Proposal Center Director, System Planning Corporation (5/89-4/92)

Directed all proposal planning, preparation, and publications activities for the company (B&P budget of approximately $2 million). Established independent, centralized proposal center and improved the company’s competitive win rate by over 40 percent while reducing average costs of proposals. Assisted in formulating marketing strategy and served as proposal manager for three major Air Force security contracts, producing two contract wins valued at more than $400 million dollars. Directed the activities of company publications and graphics staff (12 personnel), including preparing computer systems upgrade plan. Played an integral role in reversing downturn in company revenues and profitability.

Technical Services Manager, American Operations Corporation (2/85-4/89)

Directed proposal support activities for a company that provided marketing consulting services to industry and operating services for the federal government. Directed the activities of word processing, graphics, and editorial staff. Served as proposal manager, author, and coordinator for numerous successful proposals developed for AOC and its clients. Worked offsite as part of proposal development team for major DOE, NASA, DoD, and Department of State contract opportunities.

Associate Editor, The Times of the Americas (2/82-1/85)

Directed editorial, publications, and marketing activities for a biweekly newspaper reporting on Latin America and the Caribbean. Wrote more than 400 separate articles on political, economic, and cultural activities. Managed circulation and direct mail marketing programs, successfully raising circulation by more than 40 percent over a 3-year period. Managed newspaper publication and distribution, including negotiations with local printers.
